Program Overview

Our Permanent Cosmetics program at Neroli Institute is a 200-hour, state-approved training course offered in part-time sessions. This course equips students with the knowledge and hands-on skills necessary to safely and effectively perform permanent makeup services, including eyebrow, eyeliner, and lip pigmentation. The curriculum also provides a strong foundation in business practices and marketing, empowering students to work independently and launch successful careers in the rapidly growing beauty industry.

📘 Permanent Cosmetics Program – 200 Hours
A minimum of 50 practical performances is required as part of the program (e.g., two complete eyebrows or eyeliners = 1 performance).
All performances must meet school and state requirements and will be evaluated by certified instructors.

Licensing, Accreditation & State Requirements
The Permanent Makeup Program at Neroli Institute complies with the requirements set by the Virginia Department of Professional and Occupational Regulation (DPOR). To become a licensed permanent cosmetics technician in Virginia, students must:

Complete the 200-hour approved training

Fulfill performance requirements

Pass the required written and/or practical exams (as applicable)

Submit a license application to the Virginia DPOR
